What is SIMAP?
SIMAP (Système d'Information pour les Marchés Publics) is the Information System for European Public Procurement. It forms the technical and administrative infrastructure behind the better-known portal TED (Tenders Electronic Daily).
Role in European Procurement
SIMAP provides the bridge between national contracting authorities and EU-wide publication:
- Standard forms: Official EU notice forms (eForms)
- CPV codes: Common Procurement Vocabulary for classifying contracts
- NUTS codes: Regional classification of contracts
- Thresholds: Current EU threshold values
- Legal framework: References to EU procurement directives
Relationship with TED
SIMAP is the backend (technical infrastructure and data management), while TED is the frontend (publicly accessible search interface). Notices are submitted via SIMAP and published on TED.
Practical Relevance for Bidders
For bidders, SIMAP is primarily relevant as an information source for CPV code lookup, threshold overviews, form structures, and European procurement market statistics.
