Delivery of medicinal products for MBAL - Dr. Asen Velev Hospital: Establishment of a Dynamic Purchasing System (DPS) for various types of medicinal products. The quantities specified in the technical specification are estimated and do not oblige the contracting authority to award them in the estimated volume. The actual execution of the public contract will be determined based on the actually delivered medicinal products within the financial resources. The DPS is conducted in two stages. Stage 1: Collection of applications for participation to qualify suppliers (admission of suppliers to the system). The applications for participation (ESPD) contain information regarding the personal status of the candidates and the selection criteria. The deadline for submitting initial applications is 12.08.2026. After this initial deadline, the contracting authority will review newly received applications twice a month. After each review of applications, the contracting authority issues a selection decision by which qualified suppliers are admitted to the DPS. The review of initial applications for participation will be carried out within 10 working days from the deadline for submitting initial applications, after which the contracting authority determines the qualified suppliers by a selection decision. After the selection decision comes into force, the second stage of the procedure follows. Stage 2: Collection of offers based on specific invitations. After admission to the DPS of candidates who have submitted an application, an invitation to submit offers for a specific public contract will be sent to these suppliers. The offers include a technical and a price proposal. For the award of contracts in the second stage, the contracting authority announces separate restricted procedures within the DPS.
