Development of a Green Corridor Project and Street Design Training in Dakar

Pre-feasibility study for a Green Corridor and training: Preparation of a pre-feasibility study to improve safe pedestrian access to public transport in Keur Massar and strengthening institutional capacities for climate-resilient, inclusive street design and participatory project development in Dakar. Work Package 1 (Baseline study) includes the review of existing data and studies, identification of gaps, additional data collection (e.g., traffic counts, user surveys, air quality and environmental measurements) as well as the analysis of urban context and land use, travel demand (quantitative and qualitative), supply quality and capacity for all modes, safety and conflicts, environmental quality, climate stress (heat, flooding), gender and social inclusion, institutional and legal framework, and state-of-the-art references (incl. regional examples). Deliverables WP1: D1.1 Methodological orientation (inception) report, D1.2 Baseline report, D1.3 Slide deck, D1.4 Provision of raw, machine-readable and editable data and media. Work Package 2 (Participation process) involves stakeholder mapping (incl. vulnerable groups, women, persons with disabilities, street vendors, informal transport, neighborhood groups, local and national authorities), the design and implementation of an inclusive, gender-responsive participation strategy (incl. at least one virtual measure), facilitation of workshops, mediation as needed, and documentation and evaluation of results. Deliverables WP2: D2.1 Stakeholder analysis (report), D2.2 Slides, D2.3 Participation Strategy, D2.4 Facilitation materials/templates (editable), D2.5 Results report with inputs for corridor requirements, D2.6 Reference Toolkit for participatory processes (FR/EN) to enable replication. Work Package 3 (Pre-feasibility Study (PFS) Green Corridor) covers the identification and appraisal of design/traffic management alternatives, a SWOT analysis, and the recommendation of a preferred alternative in consultation with CETUD and local administrations. Production of approx. 15 preliminary and 10 final conceptual designs (street sections/intersections, allocation of road space, speeds, traffic regulation, green infrastructure, lighting/shading, materials, signage; capacity for all modes). Conduct of preliminary Environmental and Social Impact Assessment and cultural/heritage screening, Cost-Benefit Analysis incl. climate benefits, risk assessment (strategic/project risks), outlining of financing options and sources. Preparation of an implementation strategy (phasing, data/engineering needs, roles/responsibilities, maintenance concept, financing structure), communication strategy (public and stakeholder messaging, best practice), investor pitch deck. Preparation of an Action Plan on Secure Bus Stops aligned with metropolitan frameworks (topic may be adjusted). Deliverables WP3: D3.1 Alternatives & conceptual designs, D3.2 Preliminary Impact Assessment, D3.3 CBA, D3.4 Risk Assessment, D3.5 PFS, D3.6 Pitch deck, D3.7 Implementation Strategy, D3.8 Communication Strategy, D3.9 Action Plan. Work Package 4 (Training conceptualization and implementation) includes the design and delivery of a 120-hour training (approx. 3 seminars x 3 days + self-learning) on sustainable mobility and street design, public space management and climate resilience, project development from concept to operation; integration of co-creative work on Green Corridor elements. Train-the-trainer: Coaching of 5 staff (CETUD/local authorities) to replicate training, refinement of materials after pilot. Development of replicable materials: presentations, scripts, videos (approx. 240 min), templates (surveys, fieldwork), instructor's manual, implementation plan and guidance (checklists, certificate templates), evaluation tools; final training report with lessons learned. Deliverables WP4: D4.1 Training concept, D4.2 Training materials, D4.3 Instructor's manual, D4.4 Implementation plan & guidance, D4.5 Training report. Governance and cooperation: Close coordination with CETUD, MiTTA and a Technical Committee established by CETUD; alignment with the RTC project context and ongoing bus station redevelopment. Provision of brief monthly status reports (2 pages) in French (activities, outputs in progress, impacts, decisions needed, expert days). Contribution to knowledge sharing (events, publications) and support for evaluation of knowledge management effectiveness. Reporting and languages: Main deliverables in French; the participation toolkit in FR/EN; raw data and media in editable, machine-readable formats as specified. Indicative duration and milestones (from contract start): WP1: D1.1 at 1 month; D1.2-1.4 at 3 months. 10004007_1-Provision of Technical Expert Support on Climate Change Adaptation and Climate Finance in Central and West Africa

In this work package, the contractor in collaboration with the African Development Bank will identify and work with project applicants from the pool of projects generated by the national climate funds, financed by GIZ. The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). The contractor will be responsible for undertaking all activities necessary to establish and demonstrate four ABM Activities, in Benin, Ivory Coast, Senegal and Republic of Congo, which will lead to the issuance of Certified Adaptation Benefits by the African Development Bank. The contractor accordingly will deliver advisory services, technical and process-related assistance, deliver basic studies, and develop ABM Methodologies during the ABM Activity Cycle to the four identified ABM Participants. The African Development Bank will provide guidance and advise on the ABM components. Promote and catalyse adaptation financing in Benin, Côte d'Ivoire, and Senegal This work package outlines the activities required to develop a pipeline of climate change adaptation projects using the IsDB's financial instruments in Benin, Côte d'Ivoire and Senegal in cooperation with relevant national stakeholders to leverage through catalysation additional adaptation finance (up to 50 Mio. EUR from public and private investors). The objective is (1) to build a strong pipeline of IsDB projects in the three countries that are adapted and/or with a main objective of addressing adaptation challenges in relevant sectors, building from PACO small grant projects (Output 3), and NAP/NDC investment plans developed or revised under Output 1, and (2) to facilitate capacity building to strengthen the institutional capacity of financial institutions. The contractor will be responsible, in coordination with IsDB and GIZ, for deploying a series of country-level consultation workshops to firm up and engage with relevant public and private actors for the strengthening of IsDB project pipelines in Benin, Ivory Coast and Senegal with high adaptation finance potential. In addition, the contractor will prepare and implement relevant studies, including gender, socio-economic and environmental analyses supporting the economic case for IsDB intervention in sectors relevant to the countries" NAPs and adaptation-related NDCs or based on existing NAP/NDC investment plans. Establishment of four Reverse Linkages and one centre of excellence in collaboration with IsDB This work package focuses on the establishment of four Reverse Linkages in the PACO program with four different host-institutions. Reverse linkages are a mechanism developed by the Islamic Development Bank to establish partnerships between institutions in countries in the global South. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. Once set up, the partnerships usually last for a period of three years, so the process will be carried out during the life of the PACO project. Furthermore, the contractor will help IsDB to identify and set up regional or national Centres of Excellence (institutions highly specialized and leading in technology, finance, etc.) to potentially host more Reverse Linkages and to facilitate the flow of information. The contractor will accordingly assess the capacity needs of the target countries, identify the centres of excellence, accomplish the installation of four Reverse Linkages and implement capacity development plans with the support of IsDB. If appropriate, the IsDB will establish a reverse linkage between CCRS and a centre of excellence in another IsDB member country, to help build Commission capacity. This possibility will be considered by the Commission and the Bank during the inception phase of the PACO project.

The contractor shall provide comprehensive technical, organizational, and advisory services to support the implementation of the project "Mitigation of Human-Wildlife Conflicts in Tanzania" in the Ruvuma landscape. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor shall ensure that these planning processes integrate human-wildlife conflict considerations, local development priorities, gender-specific needs, climate-related risks, and relevant land-use aspects such as agriculture, grazing, settlement patterns, wildlife corridors, and protected areas. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall also contribute to the documentation and analysis of activities and results, including inputs for monitoring and reporting. The contractor shall further support community-level resilience and conflict mitigation measures. This involves assisting village communities in the implementation of HWC-related measures identified through land-use and community action planning, including locally adapted preventive measures, livelihood-supporting activities, and measures that enhance the ability of communities to mitigate, and cope with damage and losses caused by wildlife. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. In addition, the contractor shall strengthen awareness-raising and environmental education activities. This includes the conceptual, organizational and operational support for the revitalization of environmental clubs (Malihai Clubs) in schools and colleges, the development of training materials and curricula, and the piloting of club activities in selected locations. The contractor shall also support the outreach programs of relevant institutions, including the development of communication concepts, training events, and materials for intermediaries such as teachers, farmers and local stakeholders. Throughout the assignment, the contractor shall ensure effective project management, coordination, reporting, and knowledge management. Deliverables shall include reports of workshops and training sessions, minutes of technical meetings, approved planning documents, CAP and LUP documentation, progress reports, and technical contributions to project monitoring. The contractor shall work in close collaboration with GIZ, partner institutions, and local stakeholders, and shall comply with requirements related to safeguarding, data protection, conflict sensitivity, and gender mainstreaming.

Support for Adapting the Cocoa Supply Chain in Côte d'Ivoire to Sustainability Challenges

Technical assistance for the PRO-PLANTEURS project to adapt the cocoa supply chain in Côte d'Ivoire to economic, regulatory, environmental, and social sustainability challenges: establishment and management of an expert team, quality assurance, financial administration and reporting, contributions to BMZ/MINADER reports, compliance with data protection obligations. Includes enabling cocoa producers to implement good agricultural practices (GAP) and agroforestry in line with ARS 1000: design of ten agroforestry models, sensitization of 6,000 producers (at least 30% women) on agroforestry, advising farms to reach at least 5,000 ARS 1000 compliant agroforestry plots. Training of 6,000 producers (at least 30% women) through Farmer Field Schools on GAP, support for implementing individual Cocoa Farm Development Plans (PDCs), assistance with internal inspections and corrective actions for 6,000 farms to achieve ARS 1000 compliance. Strengthening cooperative service provision for sustainable, economically viable production: testing harmonized Côte d'Ivoire-Ghana protocols for early detection, monitoring, and prevention of cocoa swollen shoot virus via demonstration plots, training staff from 12 cooperatives, CCC delegations, and ANADER on these protocols, supporting member sensitization. Establishment and professionalization of cooperative service units by training teams in agricultural operations, phytosanitary and fertilizer application, tree planting for agroforestry, and eradication of infected trees; training and coaching managers in financial management and governance. Support for digitalization of cooperative operations and accompanying internal audits and corrective actions towards ARS 1000 certification in 12 cooperatives. Reinforcement of sustainable procurement between cooperatives and buyers: training of 12 cooperatives on legal aspects of buyer contracts linked to new sustainable models, advisory and coaching for implementation (fair remuneration, timely payments, longer contract terms, incentives for environmental services and agroforestry), dispute prevention and resolution. Strengthening evidence-based dialogue among supply chain actors: establishment of an independent, project-agnostic PRO PLANTEURS digital platform anchored in a selected partner institution, organizational support for platform management, training of dedicated staff, development of a strategic plan (including visual identity and communication plan) and a 2028-2030 action plan. Mainstreaming of gender equality, environmental and climate action, conflict/context sensitivity, and human rights across all outputs. Knowledge management and scaling through systematic documentation, contributions to technical exchanges and GIZ networks, and dissemination via the digital platform and dialogue events. Implementation adheres to defined expert deployment, CO2-minimizing travel, fixed budgets for materials and workshops, and use of provided offices and logistics, with full cost control and compliance with GIZ rules.
