It must support a legally robust, transparent, and objective process that adheres to principles of equality, non-discrimination, duty to provide reasons, and public access, including fixed procedures, uniform selection criteria, and reporting capabilities. Concurrently, the ATS should offer sufficient flexibility and user-friendliness for both backend users and applicants to control lead times, enhance candidate and user experience, and facilitate a modern selection process. The City of Bruges, OCMW Bruges, and associated organizations operate under a legal framework (rechtspositieregeling), which entails specific legal and procedural requirements.
