Updating Forest Biotope Inventory for Forest Management Renewal in Public Forests (WBK)
Forest Biotope Mapping (WBK) in public forests: Updating the forest biotope inventory in preparation for forest management renewal. The framework agreement "WBK-Aktualisierung" runs from 01.01.2027 to 30.06.2028 with an estimated service volume of 1,566 person-days in total, including an initial training period. For the project year 2027/2028, 1,227 person-days are estimated for "mapping" and 52 and 287 person-days for two other work steps. The volume for optional contract extensions is derived from the "Arbeitsvolumen der Laufzeit bis 2027-2028" table. The person-days are estimated values for bid calculation; the binding upper limit is the maximum service hours specified in the tender documents. Experience with ESRI ArcGIS Desktop 10.5 (min. Standard), Data Reviewer Extension 10.5, ArcGIS Pro, WBK-ACCESS database (frontend for data entry), and MS Office 2010 is required. Knowledge of the site database, digital site map of the Southwest German Site Classification Procedure, forest management Baden-Württemberg, relevant forestry and external geobasis and technical data, and FoGIS geometries is necessary. Species knowledge of the flora of Baden-Württemberg (e.g., Feldbotanik-Zertifikat SW 400 BERBERIS or BA-NU Feldbotanik Zertifikat Silber) must be demonstrated. The bidder must provide the necessary technical equipment and work capacity, list employees and their qualifications, name a responsible contact person, and submit references from the last 3 years for forest biotope mapping in Baden-Württemberg, FFH basic data collection, and localization of species-specific conservation measures, especially for mapping preparation, field data collection/data processing, and digitization with internal quality assurance. Upon request, proof of professional qualification (Diplom-Forstwirt (university) or comparable for mapping; forestry FH degree or comparable for digitization), an exemplary result from a completed WBK mapping project with an FFH area (textual and cartographic), a detailed description of the GIS hardware and software equipment, and a concept for staff deployment in case of illness or peak loads must be submitted. If subcontractors are used, their service parts must be listed, names provided, and their willingness to perform proven. The bidder requires at least two comparable reference contracts from the last 3 years; subcontractors additionally require at least one own reference.
