Support for Adapting the Cocoa Supply Chain in Côte d'Ivoire to Sustainability Challenges

Technical assistance for the PRO-PLANTEURS project to adapt the cocoa supply chain in Côte d'Ivoire to economic, regulatory, environmental, and social sustainability challenges: establishment and management of an expert team, quality assurance, financial administration and reporting, contributions to BMZ/MINADER reports, compliance with data protection obligations. Includes enabling cocoa producers to implement good agricultural practices (GAP) and agroforestry in line with ARS 1000: design of ten agroforestry models, sensitization of 6,000 producers (at least 30% women) on agroforestry, advising farms to reach at least 5,000 ARS 1000 compliant agroforestry plots. Training of 6,000 producers (at least 30% women) through Farmer Field Schools on GAP, support for implementing individual Cocoa Farm Development Plans (PDCs), assistance with internal inspections and corrective actions for 6,000 farms to achieve ARS 1000 compliance. Strengthening cooperative service provision for sustainable, economically viable production: testing harmonized Côte d'Ivoire-Ghana protocols for early detection, monitoring, and prevention of cocoa swollen shoot virus via demonstration plots, training staff from 12 cooperatives, CCC delegations, and ANADER on these protocols, supporting member sensitization. Establishment and professionalization of cooperative service units by training teams in agricultural operations, phytosanitary and fertilizer application, tree planting for agroforestry, and eradication of infected trees; training and coaching managers in financial management and governance. Support for digitalization of cooperative operations and accompanying internal audits and corrective actions towards ARS 1000 certification in 12 cooperatives. Reinforcement of sustainable procurement between cooperatives and buyers: training of 12 cooperatives on legal aspects of buyer contracts linked to new sustainable models, advisory and coaching for implementation (fair remuneration, timely payments, longer contract terms, incentives for environmental services and agroforestry), dispute prevention and resolution. Strengthening evidence-based dialogue among supply chain actors: establishment of an independent, project-agnostic PRO PLANTEURS digital platform anchored in a selected partner institution, organizational support for platform management, training of dedicated staff, development of a strategic plan (including visual identity and communication plan) and a 2028-2030 action plan. Mainstreaming of gender equality, environmental and climate action, conflict/context sensitivity, and human rights across all outputs. Knowledge management and scaling through systematic documentation, contributions to technical exchanges and GIZ networks, and dissemination via the digital platform and dialogue events. Implementation adheres to defined expert deployment, CO2-minimizing travel, fixed budgets for materials and workshops, and use of provided offices and logistics, with full cost control and compliance with GIZ rules.

Data Governance in Agricultural Value Chains

Service for the conception, prototype development, piloting and knowledge transfer for a participatory, farmer-centric data governance model within the framework of the SAFE project ("Sustainable Agriculture for Forest Ecosystems"). The focus is on the development of an interoperable open-source prototype of a digital application ("Data Wallet") for smallholders in deforestation-free agricultural value chains. The scope of services comprises a total of 177 expert days (divided into team leader, two key experts and a short-term expert pool) as well as a fixed travel budget of EUR 34,000 over a contract period of 12 months.
