Quality-Assuring Project Management for Construction of Fire and Rescue Station 4 Quality-assuring project management for technical equipment and documentation, as well as the creation of tender documents and functional specifications (FLB): for the construction of Fire and Rescue Station 4, including the local fire departments of Bornum and Ricklingen and a disaster control competence center at the FRW 4 site in Hannover-Bornum. The service includes the development and compilation of tender documents according to current procurement law, the creation of the FLB with all necessary forms/attachments for bid submission, the review and control of the tendered services for conformity with planning and realization, and defect tracking for the technical equipment. Project management is based on §§ 53 et seq. HOAI for trade group 1 (wastewater, water, and gas systems, heating systems, ventilation systems, use-specific and process engineering systems, building automation, automation of engineering structures, technical systems in outdoor facilities), trade group 2 (heavy current systems, telecommunication and information technology systems), and trade group 3 (conveying systems). Awarding the quality-assuring project management to a contractor involved in the identically named PPP project is excluded to avoid conflicts of interest. Project management tasks remain entirely with the client. The service also includes the analysis of fundamentals, familiarization with project documents, supplementation and consolidation of tender documents, clarification of open points, creation of an outcome-oriented FLB, participation in bidder discussions and contract negotiations, clarification of bidder inquiries, review of incoming bids, quality control and documentation before acceptance (review of building permit planning, execution plans/BIM model, amendments, construction execution deadlines, on-site quality control at least once a week including photo documentation and defect report, creation of monthly reports, weekly participation in project meetings, involvement in sampling planning, preliminary inspections, acceptances, defect tracking and rectification according to VOB, verification of the PPP partner's documentation performance), as well as quality control and facility management after acceptance (expert assessment of defects up to 5 years after acceptance, review of maintenance periods, facility inspections for defect detection before expiry of limitation periods for defect claims against the PPP partner including photo documentation and defect report, and monitoring of defect rectification).
