Service for Land Cover Class Identification using AI for LPIS Update

Service for Land Cover Class Identification: Provision of an IT service in a SaaS model for the automatic identification of land cover classes based on geospatial data using AI technology. This includes processing geospatial data in raster and vector formats, generating vector layers with land cover classes and classification confidence levels, with data requiring geometric correctness and topological consistency. Identification is performed according to the classification used in the Land Parcel Identification System (LPIS), covering the full range of required classes and their mapping as spatial objects. Service functionality includes spatial data visualization, presentation, analysis, and editing of identification results, export of result data in standard formats, and integration with other services and geospatial data sources. Data processing must handle large volumes using parallel processing while maintaining required performance. The provider ensures the data processing environment, software, and components, including AI models and their mechanisms. It must allow for the selection, import, and user-defined processing of input data (entire datasets or parts), considering supporting data. The use of AI models and the provision of quality metrics (Overall Accuracy, Precision, Recall) with analysis and reporting capabilities are foreseen. Appropriate levels of availability, security, and reliability must be ensured, particularly for user authentication and authorization, rights management, data encryption, and business continuity. The provider delivers technical support, user and technical documentation, and user training. Up to 50 man-hours of consultation regarding the service are to be provided. User and technical documentation (as per Annex 1, point 6.4 of the ppu) and educational materials/instructions must be delivered by the service launch date. Consultation services, the GUI, and documentation must be provided in Polish.
