High-resolution satellite data review service for LPIS database update

High-resolution satellite data review service: Identification of changes on reference plots and support for LPIS database update using satellite imagery. The service includes providing access to high-resolution satellite images (spatial resolution < 5 m, RGB) in streaming format via an internet platform (no download) for a total area of 10,000 km² for Polish territory from March 1 to December 31, 2026. Map browser functionality for time-series analysis and filtering by cloud cover, data quality, and time range must be provided. The maximum total limit for actively reviewed satellite images by 20 users (1 user = 1 license) is 20,000 km² over the entire contract period, comprising 10,000 km² under the basic order and 10,000 km² under the option order. This limit applies to user-defined Areas of Interest (AOI) in real-time, which can be defined by drawing on the map or uploading files (KML, GeoJSON, SHP). The platform must provide a list of available satellite images for each AOI. The area of an AOI is deducted from the available limit upon actual loading (display) of the selected satellite image. Upon reaching the 10,000 km² limit, access to further data must be automatically blocked; a data consumption calculator must be provided. An option to extend the service period by a maximum of 12 months is included. The service, user documentation, and training for 20 users are to be provided in Polish. Guaranteed minimum usage is 8,000 km² of actively reviewed images under the basic order.
