Services for Aviation Checks of Technical Systems and Navigation Procedures, Framework Agreement for 4 Years

Services for aviation checks of technical systems, operational review of flight procedures, flight validation of flight procedures, and PBN flight procedure coding for a pre-production database: Services are performed periodically or on demand according to ICAO standards (Doc. 8071, Annex 10, Annex 14, PANS OPS ICAO Doc 8168 Volume I, II, III, ICAO Doc 9906 Volume 5, Volume 6), Regulations 2017/373, 2020/469, ISO 9001, and national regulations (Narodne novine No. 39/2023). Flight validation is exclusively performed using aircraft. Bidders must provide evidence for technical requirements (points 1-14), complete a list of authorized systems/devices/procedures for aviation checks (Table 1, points 1-14), submit samples/copies of check reports and flight validation reports, specify manuals used or describe procedures, and submit a list of check equipment with certificates/proof and copies of aircraft airworthiness certificates. Furthermore, Tables 2 and 3 (data on aircraft, equipment, check system, personnel) must be completed, data on aircraft type(s) and crew (pilots, examiners) provided, and a list of authorized inspectors/pilots for flight checks with copies of their authorizations submitted. All evidence must be provided according to the Criteria for qualitative selection of economic operator/Technical and professional capability.
