Service concession for planning, construction, and operation of a Gigabit network: Implementation using a viability gap model based on Gigabit-RL 2.0 for Gigabit supply to all advertised addresses with Gigabit-capable broadband connections of at least 1 Gbit/s symmetrical under peak load conditions, with upload and download rates needing to at least double. The scope includes passive network infrastructure (civil engineering, empty conduits with cables, shafts, distributors, house connections, network termination devices) and active technology for network operation. The construction of wired Gigabit networks covers all network components up to the network termination in the building for each advertised address, subject to property owner consent. Implementation must be technologically neutral and comply with all requirements of Gigabit-RR 2.0, Gigabit-RL 2.0, the grant decision and associated ancillary provisions (BNBest-Gigabit), and the material concept.
