Establishment and operation of a daycare facility in Hanover: Provision of four permanent places for children of Bundeswehr course participants. Care services are provided in Building 28, Kugelfangtrift 1, 30179 Hanover, in rooms 005/006 (group room), 009 (corridor), 009a (vestibule), 014 (service room), 015 (rest/work room), 016 (sanitary room), and 017 (kitchen). The premises are provided rent-free, with details regulated by a property transfer agreement (LÜV). Care hours per full-time place are a minimum of 9.5 hours and a maximum of 10.5 hours from Monday to Thursday, and a minimum of 6 hours and a maximum of 7 hours on Fridays. Operating hours should be offered from Monday to Thursday at least from 7:00 AM to 4:30 PM, at most from 6:30 AM to 5:00 PM, and on Fridays at least from 7:00 AM to 1:00 PM, at most from 6:30 AM to 1:00 PM. The facility is closed on weekends, public holidays in Lower Saxony, and on December 24th and 31st; additional closing days are limited to a maximum of 20 per year. The contractor employs qualified personnel in accordance with SGB VIII and NKiTaG and develops a concept including a provider profile, mission statement, pedagogical focus, and a robust acclimatization concept for children whose parents are transferred. Catering for the children, including at least lunch, is ensured by the contractor, with attention to allergies, intolerances, and religious restrictions, and costs are billed to the legal guardians at local market prices. The service will be provided from August 1, 2027, to July 31, 2033. Unoccupied places can be temporarily returned to the city; for unoccupied places, a standby flat rate equal to the full value of the occupied place is paid by the Bundeswehr. The contractor must submit a financing concept detailing income, expenses, and cost calculation for the entire contract duration and outline any required financial subsidy per place per month.
