Electronic Information Boards and Variable Message Signs for Low-Emission Zones in Sofia

Delivery, installation, setup, integration, and connection to a system for automated control and monitoring of road traffic in Sofia Municipality: Testing of a minimum of 11 new electronic information boards and a minimum of 167 variable message signs, including all accompanying construction, installation, and repair works for commissioning. This includes ensuring data exchange and integration with existing and future information and transport systems, preparation and submission of all project documentation for the installation of technical equipment (structures, facilities, electronic boards, variable message signs), and author's supervision. Also included are service and warranty maintenance of the delivered and installed technical equipment. A centralized software system for management, monitoring, diagnostics, and visualization of electronic boards, variable message signs, controllers, and communication modules must be delivered, installed, configured, and commissioned. The software must be an on-premises solution, enabling centralized management of all devices, supporting the NTCIP standard or an equivalent protocol, allowing communication via Ethernet, optical fiber, mobile networks (4G/5G), and/or SATCOM, monitoring communication channels, providing GIS visualization, enabling real-time visualization of messages/alarms, allowing creation and publishing of messages via a WYSIWYG editor, capable of scheduling and scenario planning, supporting automatic scenario activation upon events, offering real-time synchronization between workstations, enabling multi-user operation with different access levels, logging actions, generating reports and statistics, providing centralized parameter management, allowing integration with external systems via API, HTTP REST, MQTT, supporting future integration with traffic management and low-emission zone systems, enabling a degraded operating mode in case of connection loss, and ensuring secure communication, authentication, data encryption, and access control according to cybersecurity requirements; further items as per the tender documents.
