Expansion, superstructure, reconstruction, and demolition of Building C of the State Medical Institute MSWiA: Services are to be performed according to the attached Functional and Utility Program (PFU), which is an integral part of the Specification of Tender Conditions (SWZ). The material requirements and parameters specified in the PFU are for reference only, serving to define the desired standard and the minimum technical, functional, qualitative, and operational parameters. Equivalent products must meet all parameters described in the PFU at a level no worse than required: for minimum values, the offered value must not be lower; for maximum values, it must not be higher; for ranges, the offered value must fall within the range; for required functionalities, compatibilities, or standard compliance, the equivalent product must ensure these in full. If no explicit parameters are stated for a reference product in the PFU, the parameters of the reference product necessary to achieve the purpose and objective of the respective contract element, including ensuring interoperability (compatibility) with other contract elements and the client's existing infrastructure, are considered equivalence criteria. The assessment of equivalence will be conducted solely within the criteria defined in the PFU, based on information and evidence provided by the bidder. When norms are specified in the PFU for technical requirements, equivalent solutions meeting the requirements of the stated norms are permissible.
