Evaluation Services for the South-West Oltenia Regional Program 2021-2027

Evaluation study on the implementation of interventions of the South-West Oltenia Regional Program 2021-2027: Consultancy services for an integrated assessment of investment priorities (P1-P10) for the Management Authority of the PR SV Oltenia. The general objective is to determine the effectiveness, efficiency, relevance, internal and external coherence, and the EU added value of the funded interventions, including technical assistance. The evaluation also covers visibility, regional social cohesion, inclusivity, green character, and non-discrimination. Specific objectives include analyzing the coherence of interventions, EU visibility, providing new information for decision-making, the evolution of priorities, the fulfillment of favorable implementation conditions, complementarity and synergies with other EU and national funds, the accessibility of funding opportunities, the investment capacity and technology adoption of applicants and beneficiaries, the involvement of target groups, and the integration of horizontal principles (gender equality, non-discrimination, accessibility, inclusivity, sustainable development, "do no significant harm") in selected projects and their implementation. The effects of interventions are to be measured from the perspective of the program's specific objectives to support effective and efficient implementation.
