Expert Services for Digital Transformation, Innovation, and Public Sector Development

Expert services for digital transformation, innovation, governance, institutional development, and public sector development: Establishment of a Dynamic Purchasing System (DPS) for the period 2026–2030 with an estimated total value of approximately EUR 40,000,000 (excluding VAT). Services include expertise for international development cooperation projects, technical assistance assignments, advisory services, capacity building initiatives, studies, evaluations, and other expert services implemented globally. Funding may come from the European Union, the Ministry for Foreign Affairs of Finland, development finance institutions, and other international cooperation partners. The DPS is divided into the following categories: 1. Digital Transformation, Data, Artificial Intelligence & Cybersecurity; 2. Governance, Public Sector Development & Capacity Building; 3. Innovation, Investment Readiness & Technical Assistance; 4. Communications, Media, Creative & Visibility Services. The system is open to suppliers from Finland and internationally; applications are possible for one or several categories, with subsequent participation in mini-competitions throughout the DPS period 2026–2030.
