Engineering Services as Contract Engineer for Reconstruction and Expansion of Cedrowice Wastewater Treatment Plant

Engineering services as Contract Engineer for the reconstruction and expansion of the Cedrowice wastewater treatment plant to increase its efficiency, divided into two stages: Stage I includes the preparation, coordination, and supervision of documentation development for the public procurement of the investment, including the functional-utility program and defining the scope and form of executive designs by the future construction contractor. This involves comprehensive support for the contracting authority in preparing and conducting the construction works procurement procedure, in accordance with public procurement law and FEnIKS2021-2027 requirements, including the preparation of procurement documentation (scope of work description, required announcements, draft contract provisions, participation conditions, award criteria, and other necessary documents, considering clauses on employment requirements and environmental protection in construction), the preparation of draft responses to contractor questions, draft changes to procurement documentation, draft calls, notifications, and other correspondence during the procedure, participation in the examination and evaluation of offers and preparation of recommendations for selecting the most advantageous offer, support for the contracting authority in concluding the construction contract, representation of the contracting authority before the National Appeal Chamber or participation in hearings or sessions, if required during the procedure, and updating the investor's cost estimate and preparing tender documentation for the contractor of the investment. Separate remuneration for Stage I and Stage II is foreseen, allowing for settlement of services rendered in Stage I even if the construction contract is not concluded due to reasons independent of the Contract Engineer. Separate remuneration is required for coordination and tender documentation preparation activities in Stage I, and for comprehensive support in preparing and conducting the procedure in Stage I, to enable settlement of services with the Project Implementing Institution (NFOŚiGW), which must be considered in lump-sum billing. Stage II involves substantive, technical, administrative-organizational, and financial supervision of investment implementation, performing the function of investor's supervision inspector in the required trades, monitoring of schedule, budget, implementation risks, and investment compliance with FEnIKS 2021-2027 requirements, support for the contracting authority in investment settlement and preparation of final project documentation, and performing the tasks of the project coordinator (Project Manager) in accordance with the FEnIKS 2021–2027 program guidelines and the provisions of the Scope of Work. Separate remuneration is required for substantive-technical-financial supervision, investor's supervision inspector function, administrative-organizational support, monitoring of schedule, budget, risks, and FEnIKS 2021-2027 compliance, support in settlement and documentation, and project coordinator tasks in Stage II, further items as per the tender documents.
