Concept and Implementation of a Citizens' Council on the Future of Public Service Broadcasting

Concept, establishment, and implementation of a citizens' council "Future of Public Service Broadcasting": Creation of a detailed concept describing the content design, functionality, establishment, and implementation of the citizens' council, including working methods, formats, and integration of experts, considering the state parliament's resolution (Drucksache 8/2833-B). Description and justification of selection factors and the selection process for the council's composition. Description of the selection and number of moderators and experts, as well as their roles and working formats. Creation of a timetable and work plan, including recommendations for the council's deployment period, frequency, and duration of sessions. Description of the necessary premises, room equipment, technology, and, if applicable, conference catering. Description of accompanying public relations to ensure transparency of deliberations. Implementation and documentation of the citizens' council based on the agreed concept, utilizing platform solutions for participant exchange. Organization and execution of all related work formats (plenum, working groups, small groups), including kick-off and closing events. Organization and coordination with moderators and experts, including neutral moderation. Payment of expense allowances to participants. Press, media, and public relations: Presentation of the project for media, in publications, and on digital channels; continuous, barrier-free updating and provision of information (text, photo, film) on project status and interim results. Answering inquiries regarding content or organizational aspects. Implementation of measures for media announcement of the citizens' council and its results. Coordination of press information and appointments with the client. Coordination between client and contractor: Definition of a start-up phase for aligning procedures, goals, and communication; regular coordination meetings during the project. Reporting and documentation: GDPR-compliant documentation of conducted events and results (textual, photographic, filmic). Creation of a final documentation on press, media, and public relations (type and scope to be agreed). Scientific support: Details on the type and scope of scientific support and evaluation of the project, estimation of the timeframe until the submission of evaluation results, and details on the presentation of evaluation results.
