Concession for Waste Management and Street Cleaning Services in Sector 2, Bucharest

Waste management and street cleaning services: separate collection and transport of household waste and similar waste from commercial activities, industry, and institutions, including separately collected fractions; sweeping, washing, and spraying of public roads, including collection and transport of dirt and stones from public roads to landfills, as well as waste from street bins to landfills and/or treatment facilities; cleaning and transport of snow from public roads and maintaining their functionality during black ice or frost. Related sanitation services as described in Article 5 of the specifications are also included. Quantities of waste for collection and transport and surfaces of public roads for delegated services are detailed in the specifications and feasibility study. The award criteria are the most economically advantageous offer/lowest price, based on the following tariff levels: Tariff for separate collection and transport of paper, metal, plastic, and glass waste from municipal waste (23 %); Tariff for separate collection and transport of residual waste, including household and similar waste and other separately collected waste apart from paper, metal, plastic, and glass (23 %); Tariff for separate collection and transport of bio-waste from municipal waste (12 %); Tariff for separate collection and transport of construction waste from residential buildings, generated by interior and/or exterior renovation and rehabilitation activities (1 %); Tariff for separate collection and transport of bulky waste, including mattresses and furniture (1 %); Tariff for separate collection and transport of abandoned construction waste (1 %); Tariff for mechanized sweeping of roadways (2 %); Tariff for mechanized sweeping of sidewalks (2 %); Tariff for manual sweeping of roadways (1 %); Tariff for manual sweeping of sidewalks (3 %); Tariff for gutter scraping (1 %); Tariff for roadway spraying (3 %); Tariff for roadway washing (4 %); Tariff for management of waste collected from street bins (9 %); Tariff for separate collection and transport of abandoned municipal waste (1 %); Tariff for operation/action of specific equipment for snow removal and black ice control, GPS-monitored, for seven equipment categories (1 % each); Tariff for manual snow and ice cleaning, including public passenger boarding/alighting stations and shelters (1 %); Tariff for manual spreading of anti-skid material (salt) (1 %); Tariff for manual spreading of anti-skid material (salt mixed with solid calcium chloride) (1 %); Tariff for mobilization and logistical support (3 %); further items as per the tender documents.
