Implementation proceeds in phases: Project Preparation, Analysis, System Construction, Training, Production Start, Post-Implementation Assistance, and Maintenance Service. The system must not include ICT products, services, or processes identified as security-relevant or from high-risk suppliers under the Polish Cybersecurity Act. Bidders are required to submit a list of ICT elements used.
