High-Security Marine Surveys
High-security marine surveys: Collection of depth data using multibeam echosounders (possibly also Bathy-LiDAR measurements) in the Gulf of Finland, the Archipelago Sea, and Åland. Post-processing of collected depth data. Data must meet Traficom's quality requirements based on the international IHO S-44 hydrographic survey standard. Depth measurement data falls under security classification TLIII ('confidential') according to the Area Surveillance Act and General Staff definitions. Execution of Security Class III assignments requires a valid Facility Security Clearance (FSC) certificate from the national security authority of the service provider's home country. For foreign operators, a valid General Security Agreement between Finland and the operator's home country is also required. TLIII data may not be exported from Finland without permission. The client will conclude a security agreement with the service provider. Survey areas for the vessel fleet include archipelago and open sea areas, with depths varying from 2.5 m to approx. 200 m. The annual value of the procurement varies; the framework arrangement may include years with no orders.
