Planning, construction, and operation of the Medical Science City in Rhein-Kreis Neuss
Planning, construction, and operation of the Medical Science City (MSC) in Rhein-Kreis Neuss: promotion of innovative start-ups and technology-oriented SMEs, acceleration of research transfer into marketable products, provision of state-of-the-art production facilities and specialized equipment for gene and cell-based therapies (GCT). Operation includes selection and mediation of users, building-related services (maintenance, repair, warehouse logistics, energy supply, IT infrastructure, validation, building services, GMP certification, ensuring state-of-the-art laboratory infrastructure), as well as personnel and material supply for start-ups and SMEs. The contractor may establish a separate commercial business area for further, non-subsidized services. Contract duration 15 years, MSC operational readiness by September 2029. One-time payment of maximum EUR 155 million (net) for all services, including the transfer of usage rights to Rhein-Kreis Neuss during the contract term. The contractor is responsible for MSC utilization and guarantees user fees of at least EUR 1 million per year from start-ups and SMEs. After 15 years, the usage rights revert to the contractor.
