Feasibility study update for the complex development Vârfu Câmpului on the Siret River: Preparation of technical-economic documentation, including all necessary field studies (topographic, geotechnical, hydrological) and technical expertise of existing works. This includes the preparation of documentation for urban planning certificate, permits, agreements, and construction authorization; re-evaluation of water needs for irrigation; analysis of water transport capacity and alternative supply solutions; hydraulic, energy, and economic analyses. Furthermore, documentation for the approval of technical-economic indicators by Government Decision and for initiating expropriations must be prepared, including site identification, cadastral and topographic documentation, and all activities related to the expropriation procedure (owner identification, property evaluation, compensation determination, legal assistance, and post-Government Decision services). Support for the documentation is required throughout all analysis, verification, approval, and reception phases. Compliance with Laws No. 255/2010 and H.G. No. 53/2011, minimization of private land use, and adherence to legislation on expropriations, water management, environment, and flood risk management are mandatory. The feasibility study requires a multi-criteria analysis to identify the optimal solution, a re-evaluation of water needs with analysis of alternative sources (including pumping solutions), comprehensive analyses (hydraulic, energy, economic, environmental, Natura 2000, biodiversity), integration of the actual state of existing works, preparation of documentation for urban planning, permits, and expropriations (including OCPI approval), a risk analysis related to water demand and environmental constraints, and the update of the general cost estimate and transfer of copyrights.
