Monitoring and animation of the second extension of the safeguard plan for the Parc Petit Bourg co-ownership in Evry-Courcouronnes: The mission comprises two complementary components. Component 1: Maintenance and reinforcement of ongoing support for the co-ownership across all themes covered by the safeguard plan. Component 2: Complementary missions to remove structural blockages to recovery (SCI, governance) and to conduct preliminary analyses for defining a new intervention system (provisional administration, feasibility study for division, monitoring of funders). The contract is divided into the following tranches: Firm Tranche: Animation of the system (common to both components); Component 1 – Maintenance and reinforcement of ongoing support: Mission 1: Governance, management, and arrears; Mission 2: Social support for co-owner occupants in difficulty; Mission 3: Technical support and financial engineering; Mission 4: Rental and division permits; Mission 5: Urban and social proximity management (GUSP). Component 2 – Complementary missions: Mission 6: Legal component: processing of residual SCI and ASL; Mission 7: Funding component: monitoring and mobilization of funders; Mission 8: Division component: feasibility study for a division of the co-ownership. Optional Tranche: Component 2 – Complementary missions: Mission 9 “Management component”: support for the implementation of provisional administration.
