District Concept for the Stadtkern District
District Concept: Creation of an integrated energetic district concept for the Stadtkern district, focusing on climate-friendly heat supply, fulfilling the requirements of the KfW funding program 432. The concept specifies strategic statements from Oldenburg's heat plan for a densely built, mixed-use district with high heat demand density and almost complete natural gas supply. It includes validation and evaluation of existing data, building-specific inventory analyses (typology, age, renovation status, uses, energy consumption, energy infrastructure, charging infrastructure), investigation of open space potentials (unsealing, greening, locations for energy and heat generation plants, storage), creation of an overall energy and CO2 balance, potential analysis for climate-friendly heat and renewable electricity generation with spatial allocation, parcel-specific examination of heat supply options (heat networks vs. decentralized), determination of realistic renovation potentials in existing buildings, identification of locations for mobility stations (e-scooters, rental bikes, cargo bikes) and charging infrastructure. Furthermore, concrete, coordinated goals are to be developed, an implementation-oriented catalog of measures (responsibilities, stakeholder groups, spatial allocation, temporal phasing, cost estimates, success indicators) is to be created, an implementation concept (short-, medium-, long-term implementation, time and milestone plan, prioritization, funding and financing options, success control) is to be submitted, and a communication and participation concept is to be developed. The execution will be in close cooperation with the client, concluding with a scientifically sound final report.
