Framework Agreement for Housing Program
Establishment of two four-year contractor multi-party framework agreements: delivery of a significant housing program (social and affordable housing) for the period 2026–2030, primarily using the Design and Build model. The program includes 26 sites with approximately 4,000 units. The framework agreements are divided into Lot A and Lot B. Call-off contracts under Lot A have capex values ranging from €100m to €250m, while call-off contracts under Lot B have capex values of up to €100m. The duration of each framework agreement is 48 months. The estimated duration of the first call-off contract for Lot A and Lot B is 24 months. The program is subject to funding. Applicants can only be shortlisted for one of the frameworks.
