Framework Agreement for General Planning Services for Accommodation Facilities

General planning services for the new construction of accommodation facilities using container modules: Overall coordination of all planning and technical participants, as well as expert and appraisal services. Multiple individual orders for various locations are expected to be processed simultaneously or almost simultaneously. Services must be provided site-specifically and adapted to local conditions and frameworks. The general planner must ensure the building's approval capability, obtain the building permit, and prepare complete, tender-ready bidding documents for the general contractor for container construction. Technical support for the client in engaging general contractors for containers and contractors for external areas through a tendering process is also required. In service phase 5, the general planner performs quality assurance of the general contractor's execution planning by checking planning documents for conformity with approved and tendered requirements. During construction, the general planner is responsible for implementation-accompanying construction controlling until the object's commissioning. For external areas, the general planner's services are described in the landscape architecture and engineering structure specifications. The scope exclusively covers the new construction of accommodation facilities using commercially available standard containers; existing building conversions or mixing with existing structures are not foreseen. Planning benefits from the standardization of floor plans and manufacturing methods. Standard room programs with area specifications and functional area assignments will be provided by the district governments. Facility sizes typically range between 200 and 700 places. Facilities include functional areas such as guard service/gatekeeper, social functions/sports rooms, administration/supervision, accommodation/living areas, and kitchen/dining rooms.
