Framework Agreement for Pharmaceutical Discounts (Admission Model)
Discount agreements for pharmaceutical active substances: Conclusion of agreements according to § 130a para. 8 SGB V with pharmaceutical companies or associations of pharmaceutical companies (§ 4 para. 18 AMG). Conditions, including the discount amount, are fixed and non-negotiable for all participants. An unlimited number of contracting parties is possible. Contract conclusion or accession occurs by submitting handwritten signed (via mail) or qualified electronically signed (via email to openhouse.rabattvertrag2026-02@kbs.de) self-declarations/proofs and contracts. Earliest contract start is 01.03.2026 if documents are received by 05.02.2026; otherwise, the 1st of the following month if received by the 5th of the month, or the 1st of the month after next. Contracts automatically terminate once contracting parties for the active substance(s) are determined through a formal procurement procedure, but no later than 29.02.2028. Final date for accessions is 05.01.2028.
