Framework Agreement for Design and Expert Services for the Helsinki-Tampere Railway Section, 2026-2029

Design and expert services: These services pertain to the Helsinki-Tampere railway section and primarily include projects for the Helsinki-Riihimäki capacity increase (phases 2 and 3) and the basic improvement of the Helsinki-Tampere line (initial phase). Assignments may also be commissioned for other new projects on this railway section during the contract period. Services comprise rail and road design, electric rail and high-voltage design, safety device design, geotechnical design, structural design and repair design, noise and vibration surveys, environmental design and surveys, environmental technical services, expert surveys on railway network use (excluding construction management and supervision), and external audit activities. Deliverables must be submitted in Finnish. The estimated total value of work under this framework agreement is approximately 15,000,000 Euros net. The framework agreement will be concluded with a minimum of three and a maximum of four suppliers; the fourth supplier will be included if the price difference of their offer to the cheapest offer is less than 20%.
