Die DEGES Deutsche Einheit Fernstraßenplanungs- und -bau GmbH plant im Auftrag der Bundesrepublik Deutschland, vertreten durch den Freistaat Sachsen die Erweiterung der A 4 zwischen dem AD Nossen und der AS Hermsdorf um je einen Fahrstreifen pro Fahrtrichtung. Einen Teilabschnitt bildet die Verkehrskosteneinheit (VKE) 362.1 von der AS Dresden-Flughafen (m) bis zum AD Dresden-Nord (m). Die A 4 ist Teil des TEN-Kernnetzes. Sie verbindet das polnische und das deutsche Autobahnnetz. Die Transitbeziehungen, die über diese Ost-West-Achse abgewickelt werden, zeichnen sich durch ein hohes Verkehrsaufkommen aus, welches auch weiterhin kontinuierlich zunimmt. In Polen wurde in dem letzten Jahrzehnt das Autobahnnetz umfangreich ausgebaut. Dabei erfolgte u. a. der Lückenschluss zur Ukraine. Dies führte in den letzten Jahren zu einem überproportionalen Anstieg des Schwerverkehrs auf der A 4. Gegenstand der vorliegenden Ausschreibung ist die Entwurfsplanung und die Genehmigungsplanung, d. h. die Leistungsphasen 3 und 4 gemäß § 47(1) der HOAI. Die Entwurfsunterlagen sind nach den RE 2012 und mit der Methodik "Building Information Modeling" (BIM) anzufertigen. Die Anforderungen zur BIM-Methodik sind in den Auftraggeber-Informations-Anforderungen (AIA) definiert. Weiterhin ist die Planung der bestehenden Regenrückhaltebecken Bestandteil dieser Ausschreibung. Für diese sind die Leistungsphasen 1 bis 4 gemäß § 43 HOAI für Ingenieurbauwerke und für die Erweiterung eines bestehenden Betonbeckens zusätzlich die Leistungsphasen 1 bis 3 gemäß § 51 HOAI für die Tragwerksplanung zu erbringen (siehe Leistungsbeschreibungen für Ingenieurbauwerke und Tragwerksplanung). Das Ziel ist es, die geforderten Planungsleistungen qualitäts- und fristgerecht zu erbringen. Dabei sind die allgemein anerkannten Regeln der Technik, die durch das BMV und die betroffenen Straßenbauverwaltungen eingeführten Vorschriften und Regelwerke sowie die gesetzlichen Bestimmungen zu berücksichtigen.
