Strengthening Public Finance and Financial Markets in Iraq

Consulting services for strengthening public finance and financial markets in Iraq: comprising four work packages. Work Package 1: Legal and Regulatory Framework for IFF Prevention, including review of existing laws and regulations against FATF standards, drafting of at least four legislative or regulatory reform proposals, facilitation of national consultation workshops in Federal Iraq and the KRI, support for formal submission and adoption processes, development of compliance manuals, supervisory guidance, and training material. Work Package 2: Capacity Building for Public and Private Sector Institutions, including design and delivery of a minimum of four one-week training modules and annual training programmes (2026-2028) in Federal Iraq and the KRI, training of at least 160 participants from public and private sector institutions (of whom at least 40 percent women), and pre- and post-training assessments and certification of participants. Work Package 3: Adaptation of Regulatory Frameworks for Digital Financial Services (DFS), Virtual Asset Service Providers (VASPs), and Money Exchange Dealers (MXDs) in Federal Iraq and the Kurdistan Region of Iraq (KRI), including gap analysis of existing legal, regulatory, and supervisory frameworks, recommendations for alignment with FATF standards, risk-based prioritization of DFS, MXDs, and VASPs oversight in alignment with international best practices and FATF recommendations, and knowledge transfer through workshops, technical training, and advisory support. Work Package 4: Technical Support to Integrity and Anti-Corruption Bodies, including expert advisory services to the Federal Commission of Integrity and the KRI Integrity Commission(s), development of a regional practical guide on parallel financial investigations in corruption cases, and capacity development sessions and ongoing coaching.

Services for strengthening organizational capacities in sustainable land development and management: Direct local support for communes and community organizations in the intervention areas of the PADDI+ program, specifically around seven protected areas in Madagascar (Andohahela, Ankarafantsika, Ankarana, Analamerana, Marolambo, Midongy du Sud, Montagne d'Ambre). Development of a National Minerals Database

Consultancy services for the development, testing, and deployment of a National Minerals Database (NMDB) for Uganda. The IT implementation is split into three phases using agile methodologies and aligning with the GovStack framework. Phase 1 involves the implementation of an NMDB pilot to validate and de-risk the implementation. This includes developing core functionalities such as mine site inspection and monitoring management, and Chain of Custody (CoC) modules, defining the target architecture based on the DGSM environment, aligning with Uganda's e-government framework (MoICT and NITA-U), technical feasibility validation, refining the implementation strategy, gathering early user feedback, stakeholder alignment, and risk identification and mitigation. Option 1, following successful validation of a Minimum Viable Product (MVP), involves the extension of the pilot and implementation of the full set of NMDB capabilities. Option 2 concerns the extension of the full-scale solution's functionality with further funding. Additionally, an optional rollout of an NMDB in Burundi (Option 3) is planned, building on the pilot solution and contingent on the pilot's success.
