Study on In-House Operation of Bus Routes
Consultancy services for evaluating in-house operation of bus routes: Provision of a decision basis to assess whether Vestland county can organize the operation of bus routes in selected contract areas in-house, aiming to optimize resource utilization, foster competition, and increase flexibility in investment and operation. The study also includes an analysis of management, administration, and financial risk consequences for an in-house/hybrid model running parallel to tenders in other contract areas. The implementation shall provide a testable basis that considers realistic timeframes for political decisions and implementation (organization, recruitment, and potential transfer of tasks) before a suitable and feasible route package is concluded as a pilot for in-house operation. The assignment is limited to bus routes in the area, excluding express boats, ferries, or light rail systems, and is not restricted to the Bergen area. The assignment is divided into two phases: Phase 0 and Phase 1. Phase 0 comprises two sub-deliveries (L0A, L0B) and political steering points (SP0), allowing the contracting authority to adjust the scope. Phase 0 is estimated to require between 500 and 900 hours, further items as per the tender documents.
