Supervision services for Târgu Mureș-Târgu Neamț Highway, Section II, Lot 2C

Supervision services for the design, execution, and warranty period of the Târgu Mureș – Târgu Neamț Highway, Section II: Miercurea Nirajului – Leghin, from km 22+000 to km 181+195, Lot 2c: Pipirig – Vânători Neamț (Leghin). The supervisor ensures the correct use of available funds and that the contractor designs and executes the works in accordance with contractual obligations regarding duration, quantity, quality, and cost. Potential contract modifications during the term are possible according to Art. 221 of Law 98/2016 and Art. 24 of the service contract, including changes to contracting parties, additional studies/expertise, requirements from institutions/authorities, legislative changes, inclusion/replacement of subcontractors, personnel changes, extension of deadlines for reports/deliverables, adjustment of the Gantt chart through personnel or resource reallocation, reallocation of resources or savings (e.g., due to unused working days, unneeded resources, delayed contract signing, reallocation of working days between experts/phases to correlate with construction progress). An extension of the service period is possible in cases of extended design, execution, or warranty periods, the need for correlation with construction progress, delays by the contractor, suspension/termination of the design and execution contract, new road police regulations, additional works, poor contractor mobilization, use of implementation reserves, reallocation of resources/savings, or risks in obtaining permits/certificates/authorizations from third parties. Modifications must comply with contractual provisions and not constitute substantial changes as per Art. 221 para. (7) of Law No. 98/2016. Further information is available in the contract.
