Modification of the Tram Operating Agreement for the City of Tampere

Modification of the tram operating agreement: The existing contract between the City of Tampere, Tampereen Raitiotie Oy, and VR-Yhtymä Oyj, signed on June 26, 2019, is being expanded to integrate the operation of the Pirkkala–Linnainmaa tram line. This expansion includes extending Line 1 from Lentävänniemi via Kauppi Campus to Ruotula and Line 3 from Hervanta via Sori Square to Pirkkala Partola. Operations on the extended lines will commence in August 2028. The original contract had an annual value of up to 10 million EUR and a duration from September 26, 2019, to December 31, 2031, with an option for up to three years of extension. The contract modification increases the annual value by approximately 2.9 million EUR and requires additional driver personnel. The modification is made under Section 124, Paragraph 2, Point 2 of the Act on Public Procurement in the Utilities Sectors (1398/2016), as a change of contractor is not feasible for functional, economic, and technical reasons, and the expansion constitutes less than 50% of the original contract value. The general contract characteristics, service descriptions, and quality requirements remain unchanged. Further items as per the tender documents.
