Technical Advisory Services for Energy Efficiency and Institutional Capacity Development in Kosovo

Technical advisory services for energy efficiency (EE), renewable energy self-consumption (RE-SC), and institutional capacity development in Kosovo: Strengthening the legal and regulatory framework for EE and RE-SC through drafting and reviewing legislation, developing technical standards for EE, energy performance of buildings (EPB), and grid integration of renewable energy, supporting implementation of new regulatory frameworks, and strengthening ERO capacities for tariff and revenue methodologies. Improving access to financing mechanisms for EE and RE-SC investments through advisory support for KEEF on fine-tuning financing schemes for households, SMEs, and municipalities, designing support mechanisms and blended financial instruments (focus on multi-apartment buildings), identifying financing gaps and barriers, preparing recommendations for revising existing KEEF schemes, and supporting operationalization of monitoring and verification systems for pilot projects. Developing institutional and human capacities for planning, implementing, and monitoring EE and RES measures through capacity development for ME on inspection processes, organizational development for KEEF, training KEEF staff on financial instruments, capacity building for KEEF and municipalities for investment mobilization, supporting municipalities in developing training programs, institutionalizing a knowledge-sharing platform for EE and RES, and designing and delivering capacity-building programs for women in the energy sector. Operationalization of a Women in Energy Network (initially approx. 100 members) through advisory on governance, mandate, and operational modalities, and support for formalized collaboration between steering institutions and operational partners.
