Technical assistance for innovation policy and entrepreneurship strategy in Botswana: Planning, co-design, production, and support for the implementation of Botswana’s Research, Science, Technology and Innovation (RSTI) reform programme and the strengthening of its entrepreneurship and innovation ecosystem under AEDIB SO1. This includes review and implementation support for the RSTI Policy, operationalisation of the National Research and Innovation Council (including its governance, instruments, data systems), development of a National Innovation Sandbox and Testbed Framework, communication, change management, and stakeholder engagement, ecosystem mapping and evidence generation (conducted by EstDev under AEDIB), ecosystem governance and coordination (including development of the Innovation network SmartBots), and entrepreneurship strategy development and/or policy implementation support. The programme is coordinated across two reform tracks, led by the Ministry of Communication and Innovation (MCI) and the Ministry of Trade and Entrepreneurship (MTE).

Short-term expert consultancy for situation analysis of public administration reform in Moldova: Preparation of a comprehensive situation analysis of public administration reform in Moldova. This includes assessing the current state of reform implementation, key gaps, bottlenecks, risks, capacity needs, and priorities for further support. The analysis is based on document review, stakeholder mapping, interviews, and consultations. The assignment covers the full process from methodology and fieldwork to a draft report, a validation workshop, and the final situation analysis report. Completion is expected within approximately two months from contract signature, further items as per the tender documents.

Expert Support for SmartBots Lab and Botswana National Innovation Network

Expert support for the implementation of SmartBots Lab and the Botswana national innovation network (Phase 2): Operationalisation of SmartBots Lab, preparation of a minimum viable operating toolkit, a lean AI awareness and opportunity-discovery component, a portfolio of sector innovation pilots including the facilitation of at least two pathfinder projects to pilot-ready stage, and innovation network functions such as linking SmartBots Lab to the national innovation network, engaging ecosystem actors, supporting outreach and service awareness, and developing links to talent platforms and selected regional and international networks. The service also includes governance, inclusion, capacity transfer and handover, as well as overall management, quality assurance, and reporting. Delivery is through a combination of remote support and in-country missions in Botswana. Duration from September 2026 to May 2027 (nine months). Maximum budget EUR 162,000, inclusive of all costs including travel and exclusive of VAT. One named lead expert, supported by a pool of named experts, is to be proposed.
