Transport support for global Armed Forces deployments, including resupply: The service covers all transport modalities such as road, air, sea, rail, and courier services, as well as multimodal transport. Transport includes military and non-military material, classified material (up to "SECRET"), sensitive material, dangerous goods (ITAR-regulated), and personnel. Tasks involve transport to and from national and international missions, exercises, for allied nations, and to disaster and aid areas, including high-risk zones (war, high crime, natural disasters, extreme weather conditions). Transport needs range from single small packages to part and full loads, often with specific requirements for timing and border document stamping. Operations are global 24/7/365. A strategic partnership model with up to 3 suppliers in a cascade is sought to enhance supply security. This includes close cooperation in planning, optimization, and execution of transport solutions, as well as post-experience follow-up. Active participation, especially from the primary supplier, is required in internal staff meetings, knowledge exchange on destinations, transport types and solutions, information gathering at installations (within and outside Denmark), threat assessments, and emergency planning. The supplier must provide a dedicated team, whose members and work location can be security cleared. Daily handling, administration, and contact with the supplier will be managed by the Joint Movement and Transportation Organization (JMTO), with one dedicated team member expected to work one day per week at JMTO. Historically and foreseeably relevant areas include Europe, the North Atlantic (Greenland, Iceland, Faroe Islands, including STOL aircraft transport), the Middle East, USA, and Africa. The tender also includes transport-related services such as all types of handling services, general advice and support, additional services, access to handling equipment, customs clearance assistance, a 24/7/365 hotline, repacking and documentation of dangerous goods, and logistical supplementary solutions (office, temporary storage, short-term container rental). The supplier must also support transport for allied nations (via MCCE) and Host Nation Support (HNS) for allied nations in Denmark or in transit. Transport needs may arise from all divisions of the Danish Ministry of Defence, the Danish Emergency Management Agency, the National Police, the UN, and other allies. In the cascade model, the most economically advantageous supplier (No. 1) receives all orders before they are potentially passed to Supplier No. 2 or No. 3; Supplier No. 1 is expected to be able to handle 100% of tasks. In cases of increased demand or activation of a major emergency plan, all cascade suppliers must cooperate under JMTO leadership.
