BISKO Greenhouse Gas Balancing Tool for Municipalities in Rhineland-Palatinate, Lower Saxony, and Brandenburg

Provision of a complete system consisting of software (BISKO greenhouse gas balancing tool) as a SaaS solution: licenses for creating municipal greenhouse gas balances, user manual, data service for entering statistical data, function for comparing/benchmarking balances, scenario tool, export interface for data exchange with state-specific energy atlases, regional databases, or comparable state offerings (e.g., regional climate protection portals in RLP), content and technical support for municipalities, option for data migration (import of previous years' balance data from other balancing tools), implementation of a motivation strategy based on own concept, quarterly compilation and evaluation of data quality for already created balances for each client state after the initial balances, quarterly submission of complete data/export files of all municipalities in the respective state with completed GHG balances to the respective client state, implementation of quality management, quarterly training for end-users. Optional after award: measures management tool, plausibility check function, option for fulfilling reporting obligations according to the Energy Efficiency Act, option for importing data into the EVR, function for balancing non-energetic GHG emissions (potentially including negative emissions). Cloud-based provision of the software.
