Review of Best Available Techniques for the Pulp, Paper, and Cardboard Industry (BREF Revision Process)

Review of Best Available Techniques for the Pulp, Paper, and Cardboard Industry (REFOPLAN 2026): Revision of the BAT Reference Document "Pulp and Paper Industry" (PP BREF) according to the Industrial Emissions Directive (IED) and the new Directive 2024/1785/EU from 2027. The aim is to strengthen German participation in the BREF revision process by collecting examples of resource-efficient and low-emission manufacturing processes, preparing this information in technical papers, and preparing and supporting data collection. New topics include dealing with challenging lower BAT-associated emission levels (BAT-AEL), deriving binding environmental performance values for energy and water, resource conservation and circular economy through advanced waste paper processing, advanced wastewater treatment, and the material use of lignin. The project requires extensive research, data collection, evaluations, and documentation. It includes work packages such as the preparation of plant inspections, a gap analysis of the existing document, the development of an evaluation concept for chemicals, and the preparation of the Initial Input. Several English-language status reports and a final report are to be produced by March 2029.
