Monitoring of Excess Mortality in Europe for Assessing the Impact of Communicable Diseases and Health Threats
Development and operation of a comprehensive system for timely monitoring of all-cause mortality in Europe as an indicator of the population-level impact of communicable diseases and other major public health threats. This includes establishing and maintaining a network of national institutes/study sites in EU/EEA/SAA countries, developing and maintaining continuous data collection processes, analytical methods, and timely outputs for estimating expected mortality and identifying excess all-cause mortality across age groups and geographic areas. Furthermore, assessing and analyzing the impact of influenza, SARS-CoV-2, RSV, and other epidemic or pandemic respiratory viruses on all-cause excess mortality, building capacity in EU Member States for harmonized mortality monitoring methodologies, disseminating analytical outputs in scientific, professional, and public forums, and supporting ECDC in integrating excess mortality findings into respiratory virus surveillance outputs. Uninterrupted excess all-cause mortality monitoring during pandemics, extreme environmental events, or unexpected major public health events must be ensured, as well as close collaboration with ECDC for methodological alignment, data integration, and preparedness for a potential future transfer of activities. The network and methodology will build on the 'Excess mortality monitoring in Europe to assess impact of communicable diseases' project from 2022-2026.
