Assistance for the Formulation of the Inclusive Refugee Response Programme (IRRP) Phase II

Consultancy services for the formulation of the second phase of the Inclusive Refugee Response Programme (IRRP) for 2027-2030: Support for facilitating a participatory process to align Alliance members (Grundfos Foundation, LEGO Foundation, Novo Nordisk Foundation), government stakeholders, and other key actors. The process defines priorities, approaches, and implementation arrangements based on context analysis and stakeholder inputs across Ethiopia, Kenya, and Uganda, covering the sectors of Education, Health, Water, and Self-Reliance. This includes three in-country and multi-sectoral analyses, close engagement with Alliance members, development of a complete programme package as per MFA Aid Management Guidelines (AMG), and revisions through appraisal and expert panel review of the programme documentation. The objective is to produce a complete draft and final IRRP-II package, including the overall programme document, required annexes, and underlying project documents, in accordance with the Danish MFA AMG and Denmark's Strategy for Development Cooperation, as well as the strategic priorities of the three philanthropic foundations of the Alliance.
