Transport Services for Stuttgart S-Bahn and Regional Railways

Transport services on the routes of the Stuttgart S-Bahn and two regional railways (RB64 'Teckbahn' and RB11 'Schusterbahn'): approximately 14.3 million train kilometers per full timetable year (basic offer), plus approximately 2.9 million train kilometers of optional services and a corridor for service changes of +/- 25% of the basic offer at marginal costs. Start of operations expected 10.12.2034. Includes lines S1, S2, S3, S4, S5, S6/60, S62, RB11, RB64. The transport contract is expected to run for 15 years as a gross contract with a qualitative incentive system, ending approximately 12.12.2049; a special provision for exceptional cases after ten contract years is foreseen. The contracting authority will likely provide up to 155 used ET 430 vehicles, possibly including maintenance and availability assurance (details to be clarified in negotiation). New vehicles for the regional railways must be procured and maintained, with the acquisition or provision of these vehicles via SFBW being considered. Other necessary new vehicles are to be procured, transferred to the contracting authority, and maintained. A redesign of the provided ET 430 vehicles is planned during the contract term to improve passenger information and comfort, and to align with the new fleet (responsibility and details to be clarified in negotiation). Obligation to take over employees of the previous operator in accordance with § 131 Abs. 3 GWB in conjunction with Art. 4 Abs. 5 VO (EC) No. 1370/2007, insofar as directly necessary for the transport service; § 613a BGB takes precedence if applicable. further items as per the tender documents.
