Operation of voluntary waste collection centers in Arad: The centers are equipped with concrete platforms, fencing, administrative cabins, vehicle scales, monitoring systems, and specific equipment such as large containers for bulky waste, dedicated containers for recyclables, areas for hazardous household waste, electrical and electronic equipment, batteries, and used oils. An integrated IT system for waste traceability and public information and awareness activities are planned. Separate collection includes: recyclable waste (paper, metal, plastic, glass), bulky waste (furniture, mattresses), textile waste, used tires, used vegetable oils, waste electrical and electronic equipment (WEEE), batteries and accumulators, hazardous household waste, construction and demolition waste, and other waste types defined by local authorities. The operator is responsible for compliance with relevant laws and regulations (occupational safety, environmental protection, water management, building performance monitoring), operation, maintenance, and repair of installations and equipment by authorized personnel, creation of annual revision and repair plans, recording operating hours of vehicles and installations, providing necessary personnel, own specific installations and equipment, providing information and access to documentation to authorities (Arad Municipality, ANRSCUP, APM, Garda de Mediu, AFM), applying efficient management methods to reduce operating costs (including public procurement procedures), maintaining waste management records, and periodic reporting to competent authorities. Monthly, quarterly, and annual reporting to ADISIGD Arad and the delegating authority on collected waste quantities, broken down by types and flows, to ensure traceability and monitoring. The service must be provided continuously, with quality assurance, and economic efficiency, further items as per the tender documents.
