Award criteria are the standards by which bids are evaluated and the most economically advantageous is selected. They must be stated in the contract notice.

  • Price (often 50-70% weighting)
  • Quality of bid/service
  • Technical value
  • Aesthetic characteristics
  • Customer service/support
  • Delivery time/execution period
  • Environmental characteristics
  • Life-cycle costs

Evaluation Methods

  1. Simple ratio method: Quality/Price
  2. Extended ratio method: With thresholds
  3. Utility analysis: Point scoring by criteria
