What is a Contract Award?
The contract award (German: Zuschlag) is the authority's decision to award the contract to a specific bidder. The contract is concluded with the award.
Award Process
- Most economically advantageous tender: Not always the cheapest
- Award criteria: Defined in the contract notice
- Price-performance ratio: Quality and price are evaluated
Information Obligations
Before award, the authority must:
- Inform unsuccessful bidders (§ 134 GWB)
- Observe standstill period (10-15 days)
- Communicate reasons for the decision
After the Award
- Contract is concluded
- Authority informs other bidders
- Publication of contract award
