Analytical study for strategic decision-making regarding an early warning system for the detection of chemical and biological (CB) agents in intentional attacks on critical infrastructure. The study involves documentary research, technological comparison, and strategic evaluation. It does not include equipment acquisition or operational deployment. Expected deliverables are an understanding of available technologies, an objective comparison based on defined application contexts, and operational and financially controlled recommendations. The study addresses questions about credible CB threats, most effective detection technologies, optimal combinations of fixed and mobile technologies, and the cost-efficiency balance for deployment in Belgian critical infrastructures. No technical tests, experimental evaluations, or measurement campaigns are included. The study relies on available technical data, existing experience, and information from manufacturers or users. A neutral, independent approach is required, with recommendations that do not favor specific suppliers without objective technical justification. The study is structured into three successive and interdependent parts, as described in Document B, points 1.3 to 1.5.
