Consulting Services for Just Transition in Mexican Industrial Sector
Consulting services for fostering a just transition in the Mexican industrial sector: technical advisory services to support the design and implementation of socially just decarbonization processes in key industrial sectors, with a particular focus on industrial parks and their interaction with the energy sector. The scope includes four core areas: 1. Provision of on-demand technical advice and specialized analysis on just transition in the industrial sector, including industrial parks, to assess and design regulatory and policy approaches for low-carbon investments, and to align industrial decarbonization with energy transition planning, industrial policy, circular economy models, and the use of green materials, systematically addressing social and gender dimensions. 2. In-depth analytical work on mitigation potential and decarbonization pathways for selected industrial parks and industrial clusters, including the development of emissions baselines, marginal abatement cost curves, scenario modeling for technology and investment options, and analysis of economic, social, and environmental co-benefits from a just transition perspective. 3. Strategic communication and knowledge management, including the development of narratives around just transition in the Mexican industrial sector and the production of communication and knowledge products such as policy briefs, reports, infographics, editorial and audiovisual materials, as well as conceptual and organizational support for events, dialogue formats, and peer-learning activities. 4. Capacity development through the design and implementation of training formats, workshops, and learning tools for key actors at national and subnational levels, including public institutions, industrial park operators, companies, financial institutions, academia, and civil society, to strengthen technical competencies and practical know-how in just transition, industrial decarbonization, green and climate finance, circular economy, and energy transition, with particular attention to the inclusion of women and vulnerable groups. The contract duration is from February 2027 to August 2028. Target groups include actors from energy and industrial sectors, industrial park operators, state-level economic and environmental authorities, federal institutions, affected communities, labor representatives, civil society organizations, and academic institutions. A multidisciplinary expert team is required, including a team leader (experience in industrial decarbonization and just transition), experts in energy, industrial technologies, eco-industrial park developments, green and climate finance, social and gender impact analysis, strategic communication, and capacity development, plus a pool of short-term specialists. Bidders must demonstrate substantial experience in climate change mitigation, industrial and energy transitions, collaboration with public and private stakeholders, and international cooperation (preferably in Mexico or Latin America). Services include project and knowledge management, results-based monitoring, and reporting, and must comply with GIZ requirements on data protection, information security, gender equality, and environmental and climate safeguards.
