Advisory Services for Green Hydrogen Investments in India

Advisory services, ad hoc studies, and policy and regulatory instrument proposals and designs: Support for green hydrogen in India's hard-to-abate sectors, based on international experience. This includes studies on green ports, green iron and steel, e-SAF, and green public procurement. Provision of ten policy and regulatory instruments: Policy instruments include a framework for green hydrogen demand creation (sector-specific pathways for gradual substitution of grey hydrogen in refineries and fertilisers, market-aligned approaches, aligning green public procurement with India's decarbonisation goals (NDCs)), an infrastructure planning framework (strategic cluster formation, pilot design, RACI-based roles, tender design incorporating quality and safety criteria such as PESO compliance, site selection, state-level capacity building), integration of green hydrogen in State Energy Planning (IEP, state-led approach to integrate into broader provincial energy strategies, building on existing projects like the IEP in Odisha), and a gender policy in green hydrogen (promoting gender inclusion across the value chain for diverse participation and workforce development). Regulatory instruments include a legal and regulatory framework for green hydrogen infrastructure (assessment of existing legal frameworks and infrastructure-related laws like the PMP Act, identifying regulatory gaps, recommendations for legal backing for shared infrastructure), "Policy as a Code" for energy regulations (conversion of policies and regulatory provisions such as certification schemes, tariffs, GNA rules, connectivity rules into machine-readable formats), port and logistics handling norms for green hydrogen and derivatives (establishment of standards and procedures for handling, storage, and transport of green fuels at ports, addressing bunkering gaps for Ammonia and Methanol), a green iron and steel taxonomy integration framework (integration of notified green steel taxonomy into public procurement and financing, alignment with national targets (NDCs) and decarbonisation efforts, guidance on financial support mechanisms for equipment and process integration), a green hydrogen standardization roadmap (establishment of hydrogen standardization efforts within the Indo-German Energy Partnership and India's National Green Hydrogen Mission), and an e-SAF regulatory readiness framework (development of a regulatory framework for production, certification, accounting, and export of e-SAF in India, aligned with international requirements such as ReFuelEU Aviation Regulation, RED III, and associated delegated acts).

Strengthening Public Finance and Financial Markets in Iraq

Consulting services for strengthening public finance and financial markets in Iraq: comprising four work packages. Work Package 1: Legal and Regulatory Framework for IFF Prevention, including review of existing laws and regulations against FATF standards, drafting of at least four legislative or regulatory reform proposals, facilitation of national consultation workshops in Federal Iraq and the KRI, support for formal submission and adoption processes, development of compliance manuals, supervisory guidance, and training material.
