Consultancy services for Romania's National Digital Decade Strategy and the associated Action Plan (roadmap): The services include constant updating of the plan based on data analysis to underpin digital transformation measures for Romania's National and Regional Partnership Plan (PPNR) 2028-2034. The structure comprises five activity packages: analysis of the current status of Digital Decade targets implementation (PA1), elaboration of the National Strategy and Action Plan (PA2), development of a methodology for monitoring national progress (PA3), adjustment of the Action Plan every 2 years based on European Union developments (PA4), and justification of digitalization interventions for the 2028-2034 financial envelope (PA5). External specialized expertise is required in digital skills, enterprise digitalization, digital public services, and secure digital infrastructures.
