Operation and Maintenance of High-Current, Low-Current, Safety Low-Current Systems and Electromechanical Equipment for CEA/DAM Centers

Operation and maintenance of high-current, low-current, safety low-current systems and electromechanical equipment: Services are to be performed at the CEA/DAM - DIF center in Bruyères-le-Châtel (2,300 people, 41 hectares, 145 buildings, 220,000 m² exploited surface) and its annexes. This includes CFO systems (electricity/lighting) such as HTB, HTA, and BT distribution, internal electrical distribution and lighting, emergency cut-offs, safety lighting, backup systems (generators, UPS, chargers), public lighting, metering, supervision, remote control, electrical system automation (API), lightning and EMC protection, capacitor banks, earthing network, and inter-station network. Furthermore, CFI and CFS systems (security, communication, audio/video) are covered, including telealarm systems, video surveillance, access control, intrusion detection, safety equipment (fire, gas, leak/flood detection, fire safety activation), data transmission (excluding IT networks), telephone systems, radio systems, local systems (intercom, sound systems, RDO, clocks), fire extinguishing systems (water mist), and audiovisual systems for conference rooms. Electromechanical systems include handling and lifting equipment, elevators, freight elevators, EPMR (lifts for persons with reduced mobility), internal electromechanical devices (rotary filing cabinets, heavy doors, roller shutters), external electromechanical devices (doors, gates, barriers), and standard manufacturing processes (machine tools, reels). The service is results-oriented and includes optimizing usage costs, complying with safety regulations, quantifiable and measurable performance (intervention times, downtime), flexibility, proposal strength, continuous improvement, monitoring of installations (meter readings, rounds), and service continuity. Additional activities include the integration and updating of maintenance data in CEA asset management tools (CMMS), analysis for equipment renewal, and management/monitoring of cross-functional activities. Services relate to installations under various regulations (ICPE, pyrotechnic installations, IOTA, cleanroom laboratories, technical laboratories, tertiary buildings). Indicative annual intervention volumes: 3,409 preventive maintenances, 2,687 corrective maintenances, 55 on-call services, 131 operational managements (maneuvering/parameter setting/rounds), 157 periodic safety controls and tests (CEPS), 73 assistance services, 266 consignment/de-consignment operations, 225 VRP support and preparations, 639 VRP non-conformity treatments, 147 works without quote (<€1,500), and 404 works with quote (≥€1,500). The contract comprises a 9-month takeover phase, a 3-month incoming reversibility phase, an operational phase of 36 firm months and 36 optional months, and a 3-month outgoing reversibility phase occurring during the last 3 months of the operational phase.
